Juvenile Court judge Hiram T. Fogle had been a judge for 40 years. He was forced to retire, after turning 65, but then was elected Adams County's new Juvenile Court judge after former judge Judy Walkins fought against the use of the new Disciplinarium that was being built just one block from the county courthouse. Judge Hiram felt that youngsters deserved a pat on the back, as long as it was "low enough, and hard enough"! He was famous for this saying, and it was the probable reason he was elected, as the voters were tired of juvenile crime, and generally felt that kids needed a good spanking now and then.
Judge Hiram's first task was to order changes in the Disciplinarium, in line with a recent court ruling in South Dakota, which allowed juvenile courts to order kids to be made to be on display after their punishments, as a deterent to other kids. The new Disciplinarium in town thus was fitted with a large plate glass window, with five "display" benches. These benches were ingenious in that they were comfortible to lay on, but also were fitted with automatic restraints, just like the spanking machines. A child who was to be put on display after a spanking, would be directed down a separate corrider into the display area, where they would be directed to kneel upon a specific restraint bench. The bench separated their legs, raised their behinds, and lowered their heads.
The first to be ordered "on display" were a group of 5 boysouts, who had decided to spray paint their names on the side of the town parking garage, while in uniform! Judge Hiram awarded them each a "5", which meant five times the number of punishment strokes as their ages, which were from 12 to 15. He then ordered them to one hour of display time.
The scouts were taken immdiately to the disciplinrium from the courthouse, followed by quite a crowd, including a photographer from the Daily Sentinal. Photos of the boys entering the disciplinarium in their boy scout uniform shirts and shorts, with long socks, were on the front page of the paper. Due to the publishing deadline, further "after" pictures would not make it until the next day.
The crowd waited anxiously outside the disciplinarium for the boys to come out. The disciplinarium was the newest model, and had 6 spanking machines, so all were "served" at the same time. After about 15 to 20 minutes, a metal door opened, and the five scouts walked out into the sunlit front window of the disciplinarium. The first three boys were two twelve year olds, and a 13 year old, who were crying copious tears, while massaging their butts as they walked out. The first boy was a blonde, who's face was as red as his soon to be seen butt. He was rubbing and rubbing his bottom as he slowly walked out. At about the time he saw the crowd that had formed, he stopped, stared, and the crowd was treated to the sight of his penis, which up to then had appeared as nothing more than a little red knob above his balls, sprang to full 4 inch erection in all it's hairless glory. He quickly grabbed himself, as he moved toward the furthest bench. The second boy, who was also 12 and hairless, but appeared to be Hispanic, just stared at the crowd, and walked to the machine without even taking his hands off of his butt. His penis was smaller, but fuller, and rested upon a sack whose balls were hanging very low, and moved back and forth as he walked. The last boy in this group was a 13 year old who just walked out with his hands over his eyes, as if he didn't want to have to look at the crowd. He emerged onto the display area with an erection, and never attempted to cover it, nor his buttcheeks.
As the boys turned and faced the benches, they kneeled onto padded kneelers. These were separated by a carpeted area, which meant that, in the process of kneeling, their private parts were put on full display. Due to the separation, even their perineums and rectums were wide open for view. They leaned forward, and were fastened in by straps on their legs, over their ankles, back and shoulders, and were made to put their wrists into restraints on he floor. The back wall of the display was covered entirely by a mirror, so that their faces were also seen, and they could see the faces of the crowd staring at their butts and private areas.
How red their butts were! It was apparent that two had received the plastic paddle, as you could see little raised marks where it had left it's signature all across their butt cheeks. One boy had gotten the strap, and you could see angry strap marks on both cheeks, and even inside the cheeks, over his little hole, which appeared redder than the rest of his butt.
Just then, the two older boys came through the door. Both had pubic hair, and rather larger penises, compared to their younger scout friends. Both covered theirselves as best they could, except the surprise of feeling their penises on display caused them both to become erect, which did seem to delight the crowd. Both boys had received the cane, and vivid cane marks were up and down their butt cheeks, including some which were straight up and down, causing a kind of "tic tac toe" pattern on their butts.
A wide angle photo of the crowd and five boys made the front page, and was picked up by two of the wire services. Judge Hiram's phone system and fax were overpowred by the many comments he received, 95% of which were positive.
As an aside, the boys scout troup voted to keep them as members, and the entire troop volunteered to clean the paint off of the wall that their friends had painted. The scoutmaster was quoted as saying that he was disappointed that they had done such a thing, but he honestly believed that neither they, nor any other scout would EVER do anything like that again!
